Why Puspakom Tightened Heavy Vehicle Checks from June 2025 — and What It Means for Road Safety
On June 1, 2025, Malaysia’s sole vehicle inspection company, Puspakom, implemented stricter inspection procedures for heavy vehicles. This move, endorsed by the Road Transport Department (JPJ), aims to enhance road safety following a series of tragic accidents involving commercial vehicles.
Behind the Policy Shift: The Incidents That Sparked Stricter Heavy Vehicle Checks
The decision to tighten inspection standards was influenced by several high-profile accidents, notably the May 13 crash in Perak that resulted in the deaths of nine Federal Reserve Unit (FRU) personnel. This incident, along with others, underscored the urgent need to address safety concerns associated with heavy vehicles.

Changes in Puspakom Inspection Procedures
1. Tyre Tread Depth Requirement
Previously, commercial vehicles could pass inspection if 75% of the tyre’s tread area met the minimum depth of 1.6mm. Under the new regulations, the entire surface of the tyre in contact with the road must meet this depth requirement. Between June 1 and 10, 658 out of 49,570 commercial vehicles failed the tyre inspection, representing a 1.3% failure rate.

2. Sideboard Specifications for Tipper Lorries
Heavy-duty dumper and tipper lorries must now comply with specific sideboard height limits—either 610mm or 762mm—depending on the vehicle’s gross weight. Additionally, operators are required to present documentation detailing the type of load they are permitted to transport, a practice not previously mandated.

Implications for Heavy Vehicle Owners and Operators
These enhanced inspection procedures necessitate that vehicle owners and operators:
- Ensure Compliance: Verify that tyres meet the new tread depth requirements and that sideboards conform to approved specifications.
- Prepare Documentation: Have the necessary permits and load specifications available during inspections.
- Plan for Inspections: Anticipate potential delays due to increased scrutiny and ensure timely scheduling of inspection appointments.
Benefits of the Stricter Standards
The updated inspection procedures are expected to:
- Enhance Road Safety: By ensuring that vehicles are in optimal condition, the risk of accidents due to mechanical failures is reduced.
- Promote Compliance: Clearer regulations encourage adherence to safety standards, fostering a culture of responsibility among vehicle operators.
- Rebuild Public Trust: Transparent and rigorous inspection processes can restore confidence in the safety of commercial transportation.
Looking Ahead: For Future Road Safety
The implementation of these stricter inspection procedures marks a significant step towards improving road safety in Malaysia. While challenges may arise during the transition period, the long-term benefits of reduced accidents and enhanced public confidence are anticipated to outweigh the initial hurdles.
